Rationale

Parking is in limited amount at Bethel University. To provide an optimum of convenience, while preserving a safe environment, the Office of Safety & Security was created to develop and enforce the following parking regulations.

General Regulations

Bethel parking permits allow parking in designated lots. The responsibility for finding an authorized parking space rests with the vehicle operator. Lack of convenient parking is not considered a valid excuse for violation of these regulations.

A vehicle is considered parked if it is left unattended for any length of time. This includes circumstances where the vehicle is left running and/or with the hazard lights on. We strongly recommend against leaving a vehicle running unattended for any length of time.


Overnight Parking

There are certain "Commuter" lots where no overnight parking (12am

A Bethel Alert and signage posted on entries to Residence Halls and the Academic Complex will inform of any temporary lot closures or reassignments.

Pickup/Dropoff areas are provided in many areas on campus. Due to the small number, please limit use to only pickup/dropoff activity. Parking, even for short periods, should be in the designated parking area for your permit.

Vehicles occupying Pickup/Drop-off areas for longer periods, or parked in other areas listed above, may incur a citation for Parked in a No Parking Area, in accordance with the fee schedule.

Reserved Parking Spaces

Authorization must be given by the sign's owner for parking in these spaces. Space owners will report unauthorized vehicles, which may result in a citation of Unauthorized Use of a Reserved Space, vehicle immobilization, and/or towing, in accordance with the fee schedule.

ADA Parking

In accordance with the Americans with Disabilities Act, certain spaces on campus are designated for parking only by vehicles bearing the State issued placard or license plate. These spaces are highlighted in red on the adjacent map.

The University is obligated to ensure these spaces are not occupied by unauthorized vehicles. As such, vehicles parked in these spaces for any amount of time without a placard displayed may incur a citation for Unauthorized Use of an ADA Space.

At their discretion, local law enforcement (Ramsey County Sheriff's Office) may also issue citations for vehicles parked in these areas without a placard displayed.

may be parked on the sidewalks and concreted areas surrounding buildings, so long as they do not block a path of egress or maintenance access. Designated Motorcycle parking areas are located in the West Lot horseshoe, RC Dock, Lissner Lot, and North Village lot.

Bicycle Parking

Bicycle racks are provided in several areas around campus. Bicycles are not to be parked

may result in the bicycle being removed and impounded. Bicycles not claimed by the end of the school year will be forfeited.

Prohibited Vehicles

Bethel University prohibits the use and possession of the following motor vehicles on campus: 

  • All-Terrain Vehicles and Utility Terrain Vehicles (except by authorized personnel)
  • Golf Carts (except by authorized personnel)
  • Motorized boats (privately owned canoes and kayaks are allowed)
  • Snowmobiles
  • Jet-skies
  • Minibikes
  • Not street legal dirt bikes

Emergency Parking Situations

To obtain a short-term emergency exception to parking regulations, individuals may contact the Safety & Security department at 651-638-6400 concerning their situation. Vehicles will not be authorized to park in accessibility spaces, reserved spaces, blocking traffic or in fire lanes. The Safety & Security department reserves the right to deny any emergency parking request.

Vehicle Storage / Vehicle Break-Downs

Vehicles cannot be stored on campus for extended periods of time (e.g., over the summer). If a vehicle experiences a breakdown, it must be moved as soon as possible out of traffic (if necessary) and removed from campus within 24 hours. Vehicles with resident parking permits may
